Wobbuffet's move pool is so small an limited its not funny, but yet its so very usefull... and annoying. Encore is used to keep the enemy from freely choosing a move AND makes it easier to counter or mirror coat it... safegaurd is to keep the enemy from making you poisoned, put to sleep or any other moves like those.
