With Base 115 Speed, Taunt, and Stealth Rock, Azelf makes for a fine lead. Taunt opposing Pokemon you expect to set up themselves or just start the match off with Stealth Rock. Psychic is your main source of damage; despite being a poor offensive typing, it's Azelf's best move. When Azelf is done with its job, go out with a bang and explode on something. If you do not like blowing up on something, do not like Psychic, or maybe even both, other options to consider would be Flamethrower, Fire Blast, U-turn, or even Knock Off. Flamethrower allows you to deal with Steel types more effectively, such as Scizor and Skarmory. Fire Blast gives a bigger kick than Flamethrower, but at the cost of a lower accuracy and PP. U-turn allows you to nail something before switching out, which is always beneficial. Knock Off adds to Azelf's role of support by removing the held item of the opposing Pokemon; this is actually a very effective move in that it can seriously cripple opposing Heatran, who otherwise switches into lead Azelf with ease.
If you are using only Physical or Special attacks, switch your nature to Jolly/Timid, respectively.

there are plenty of ways hidden power could be used. Take note, with this moveset fighting is the better choice... sense azelf cant learn Ice beam, flamethrower is the next choice, which pairs with thunderbolt well. shadow ball is perfect against the ghost type, you could replace it with azelf's strong hold move, psychic.
