Abomasnow is the only Pokemon in the game capable of setting up a permanent hail effect, so you'd better have a plan for keeping it around for a while on a hail team. This set aims to use the classic Grass-type Leech Seed/Sub set to keep it alive while taking advantage of Hail and its Ice-type advantage over the Grass-type that can stop Leech Seed.
A low HP Total to gain the maximum HP from Leech Seed in relation to how much HP you lose per sub is ideal. Leech Seed and Sub are this set's main selling points. The Grass-type immunity to Leech Seed is easily exploited thanks to Abomasnow's 100% accurate STAB Blizzard, which will absolutely pummel any and all Grass types. Focus Punch is the best fourth move, as it whales on most Steel types except Scizor and Metagross (who will force Abomasnow out using Bullet Punch anyways). It also deals massive damage to Tyranitar and Blissey. Protect, Wood Hammer, and Grass Knot are other fourth options, although they are unideal.
The given EVs maximize the power of Abomasnow's Blizzard and allow Abomasnow to outspeed a lot more than you would think, given that many Pokemon below base 80 tend to not run many speed EVs, given that they can't outspeed much they wouldn't rather stall. Timid doesn't cost Abomasnow a lot of Attack EVs, so Focus Punch doesn't lose much power relative to the damage it deals with its sheer base power.
