Vermilion Gym remains, for the most part, unchanged from its prior incarnations. Check the trash cans for hidden switches which will disable the electric current blocking you from reaching Surge. During the course of locating the switches you may have to face the trainers here, though you may be able to avoid them altogether. Depending upon how you go about navigating the field you may trigger a double battle though this can be avoided.

To get Lt. Surge to battle you again you must first locate him to obtain his number...

After getting his number you must call him Friday morning. Once this is done he will appear at the Dojo in Saffron City.
